Analysis
Category 7 — Navigation and Avionics
- Commercial MEMS IMUs (MPU6000, BMI270); open source firmware (Betaflight, INAV, or in-house)
- Functionally equivalent to general-purpose MCU development boards with accelerometers
- Do not meet Category 7A performance thresholds (military-grade INS, ring laser gyros)
- Conclusion: Not controlled
Category 9A012 — Unmanned Aerial Vehicles
- Controls complete UAV systems meeting specific range, endurance and payload thresholds
- Incutec sells individual components only, not complete systems
- Commodity electronics for hobbyist self-assembled multirotors

Category 5 — Telecommunications and Information Security

Article 4 Catch-All (Military End-Use)
- Article 4 of Reg (EU) 2021/821 provides a catch-all for non-listed items destined for WMD end-use, military end-use in arms-embargoed countries, or as components of illegally exported military items
- Incutec products are consumer hobby electronics with no plausible WMD application
- Incutec screens every order against EU sanctions lists and applies enhanced due diligence for high-diversion-risk destinations

(Article 5 of Reg (EU) 2021/821, which addresses cyber-surveillance items, does not apply to Incutec's product line.)
Conclusion
None of Incutec's products are listed in Annex I of Reg (EU) 2021/821. No export licence is required for commercial sales to non-sanctioned countries.
Mitigations
Despite non-classification, Incutec applies the following controls:
- All orders are screened against EU sanctions lists
- Unusual bulk orders to sensitive destinations are flagged for manual review
- This classification is reviewed annually or when new product types are added
- Where Incutec's products are shipped B2B to non-EU, non-Annex VIII partner countries, the Article 12g "No Re-Export to Russia" clause of Reg (EU) 833/2014 is included in contracts, because Incutec's core components fall within the EU Common High Priority Items list
- Shipments to Russia, Belarus, Iran, Syria, DPRK, Cuba, Myanmar, Crimea, Donetsk and Luhansk occupied territories are prohibited in the webshop
